中華民國107年5月2日國際事務處處務會議增訂
|
一、
|
依據教育部頒佈之「外國學生來臺就學辦法」、「僑生回國就學及輔導辦法」、「香港澳門居民來臺就學辦法」及「大陸地區人民來臺就讀專科以上學校辦法」訂定「中國醫藥大學境外學生輔導要點」(以下簡稱本要點)。藉以加強輔導外籍學生、僑生及陸生，使其儘早適應校園生活，順利完成學業。
These Guidelines are stipulated in accordance with the regulations of the Ministry of Education, including the “Regulations Regarding International Students Undertaking Studies in Taiwan,” “Regulations Regarding Study and Counseling Assistance for Overseas Chinese Students in Taiwan,” “Regulations Regarding Hong Kong and Macao Residents Studying in Taiwan,” and “Regulations on People from Mainland China Studying in Taiwan at Junior College Level or Above.” The purpose is to enhance the support for international students, overseas Chinese students, and Mainland Chinese students, helping them adapt to campus life and complete their studies successfully.

二、
|
入學輔導：
（一）新生接待：
依第一點所提辦法辦理新生接待事宜。
（二）座談會：
學期初舉辦「新生說明會」，使其認識校園環境及瞭解入出境、居留、獎學金、保險、金融機構開戶及工作證申請等相關規定，並統一協助申請。每學期至少舉辦一次座談會，增進互動及溝通，以瞭解學生在校狀況。
Orientation and Counseling:
(1) Reception of New Students: The reception of new students shall be handled in accordance with the aforementioned regulations listed in Article 1.
(2) Freshmen Orientation and Meeting: At the beginning of the semester, a Freshmen Orientation will be held to introduce the campus environment and explain relevant regulations regarding entry and exit, residency, scholarships, insurance, opening bank account, and applying for work permit. Assistance will be provided in the application processes. At least one meeting will be held each semester to promote interaction and communication and to understand students’ condition. |

三、
|
生活輔導：
（一）醫療保健：
1. 依第一點所提辦法協助境外學生辦理商業醫療保險，居留滿六個月後，依規定辦理全民健康保險。
2. 協助因傷病住院醫療，造成經濟重大負擔之境外學生，申請各項急難救助慰問金，減輕其就醫負擔。
（二）住宿輔導：
優先保留境外大學部一年級學生住宿床位，二年級以上學生，依本校「台中校本部學生宿舍輔導辦法」，以特殊生身分，申請參加宿舍空床抽籤配住；未能分配住宿則協助遴選優良房東之房舍租賃。
（三）依規定協助境外學生向勞動部勞動力發展署申請工作證。
（四）配合來台相關證件申辦。
Life Counseling:
1. Healthcare:
(1) Assistance will be provided for international students to obtain commercial medical
insurance in accordance with the relevant regulations. After residing in Taiwan for 6
months, students will be enrolled in the National Health Insurance (NHI) program as
required.
(2) For students who incur major medical expenses due to injury or illness, assistance
will be provided to apply for emergency financial aid to reduce their burden.
2. Housing Assistance:
Dormitory will be prioritized for first-year undergraduate international students.
Second-year and above students may apply for available dormitory beds under the
“Dormitory Guidelines for China Medical University (Taichung Campuses)” as students
with special status. If dormitory placement is unavailable, assistance will be provided in
finding rental housing.
3. Assistance will be provided in applying for work permits from the Ministry of Labor-
Workforce Development Agency, in accordance with regulations.
4. Assistance will be provided for applying for necessary documents related to staying in
Taiwan. |

四、
|
社團輔導：
協助境外學生社團，以培養其領導才能，並推展聯誼、服務、識臺風情等各項活動。
Student Club Counseling:
Assistance will be provided to overseas student clubs to cultivate leadership skills and
promote fellowship, service, and cultural activities. |

五、
|
年節聯誼：
年節舉辦餐會並邀請師長同慶，使境外學生瞭解中華民族傳統文化、聊慰佳節思親之情。
Festive Gatherings:
Banquets will be held during major holidays, with faculty and staff invited to join, to help
overseas students experience Taiwanese culture and alleviate homesickness during festive
seasons. |

|
本要點經國際事務處處務會議通過，並陳請校長核准後實施，修正時亦同。
These Guidelines shall take effect after approval by the meeting of the Office of Global
Affairs and subsequent promulgation by the President of China Medical University.
Amendments follow the same procedure.
